Four provinces have invited candidates in most recent provincial immigration draws.

This week, British Columbia, Alberta, Quebec and Prince Edward Island have issued invitations to apply to candidates through their provincial immigration programs. The draws for Alberta and Quebec are the latest publications of draws that took place in December.

Most Canadian provinces and territories (except Quebec and Nunavut) have their own Provincial Nominee Programs (PNP). Through these programs, interested candidates may be invited to apply for a provincial nomination. Obtaining a provincial nomination facilitates permanent residency.

Quebec's immigration program is administered by the province and differs from Canada's. Quebec is the only province that controls all economic class immigration.

The Provincial Nominee Program (PNP) has 105,000 permanent residents each year. It started in 1998 and the number of PNP admissions has grown steadily every year since then. Both the federal and provincial governments see this as an effective tool for promoting economic development outside urban centres.

Alberta

The Alberta Advantage Immigrant Program (AAIP) issued 129 invitations to apply for provincial nomination through Express Entry Alberta on December 8, and the results were only recently announced. Candidates require a minimum CRS score of 305.
Additionally, the province announced this week that it will invite Express Entry candidates in the AAIP based on high-demand occupations and immediate family relationships as selection factors when completing the draw for the federal Express Entry pool.

There are no changes to the eligibility criteria in any of AAIP's streams.

Quebec

Quebec invited 1,047 skilled workers to apply for permanent selection on Dec. 15, and the results were only announced this week.
The draw is for candidates working in a specific NOC who need a job offer outside of the Montreal metropolitan community and who have a minimum Arrima Expression of Interest score of 571.

Invitations are issued by the Ministry of Immigration, Frenchization and Integration (MIFI) to immigration candidates applying under the Quebec Qualified Skilled Worker Program (QSWP).

Those invited to apply for Quebec's permanent choice have up to 60 days to submit their application and pay the processing fee. Quebec aims to process a complete application within six months from the date of receipt of all required information. This includes all forms and documents.

British Columbia

 British Columbia invited more than 187 candidates to apply for a provincial nomination on January 17.

The province invited 154 candidates for a general draw that included skilled occupations. Invitations were sent to candidates in the skilled worker and international graduate categories, including express-track candidates as well as entry-level and semi-skilled candidates.

Candidates from the Skilled Worker and International Graduate streams need a SIRS score of at least 105. Entry-level and semi-skilled candidates require a score of 82. SIRS is very similar to the Express Entry Comprehensive Ranking System (CRS), but only for British Columbia Plug and Play.

The province also conducts multiple rounds of invitations to candidates in the following occupations.

  • 18 early childhood educators and assistants (NOC 4214) with scores of at least 60 points;
  • 15 healthcare workers from the Skilled Worker, International Graduate, including Express Entry category, with scores of at least 60 points and;
  • Other in-demand occupations with scores of at least 60 points.
 Prince Edward Island
On January 19, Prince Edward Island invited 216 candidates through the PEI PNP's Labor and Express Entry. There are also seven candidates invited by Entrepreneur via Commercial Work Permit, with a minimum score threshold of 62.

This is the PEI PNP's first draw for 2023. The province usually holds monthly draws.

Express Entry candidates wishing to be nominated by PEI must submit a separate Expression of Interest (EOI) to the PEI PNP.
