Quebec and British Columbia issue invitations for provincial immigration
Two provinces issue ITAs in general draws.
Quebec and British Columbia have issued invitations this week to apply to candidates through their provincial immigration programs.
Most Canadian provinces and territories (except Quebec and Nunavut) have their own Provincial Nominee Programs (PNP). Through these programs, interested candidates may be invited to apply for a provincial nomination. While a Provincial Nomination by itself does not equate to permanent residence, it can serve as the first step towards obtaining permanent residence from Immigration, Refugees and Citizenship Canada (IRCC).
Quebec's immigration program is administered by the province and differs from Canada's. Quebec is the only province that controls all economic class immigration.
The PNP has more than 80,000 permanent residents each year. It began in 1998, and admissions to the Canadian PNP have grown steadily each year as the federal and provincial governments see it as an effective tool to boost the country's economy outside of provinces and urban centers with already large immigrant populations.

Quebec
Quebec invited 1,195 skilled workers to apply for permanent selection
The draw is not for a specific NOC or location. Candidates must have a profile with a minimum score of 597 in the Arrima Expression of Interest system. That's a lower score than the previous overall draw, held on September 15, when it scored 620.
This is the twelfth draw in Quebec for 2022 and the third in September. This is unusual since Quebec typically only holds one monthly draw. Quebec does not announce the results of the draw until one to two weeks after the draw.
Invitations are issued by the Ministry of Immigration, Frenchization and Integration (MIFI) to immigration candidates applying under the Quebec Qualified Skilled Worker Program (QSWP).
Those invited to apply for Quebec's permanent choice have up to 60 days to submit their application and pay the processing fee. Quebec aims to process a complete application within six months from the date of receipt of all required information. This includes all forms and documents.
British Columbia
On October 12, more than 364 candidates were invited to apply for a provincial nomination in British Columbia.
The province invited 320 candidates for a general draw. Invitations were issued to candidates in the Skilled Worker and International Graduate categories, including Express Entry candidates.
Entry-level and semi-skilled candidates in the general draw have a minimum SIRS score of 78. SIRS works much like the Express Entry Comprehensive Ranking System (CRS), but only for PNPs in British Columbia.
The province also held rounds of invitations for candidates working in the following occupations.
- 25 early childhood educators and assistants (NOC 4214) with scores of at least 60 points; and
- 19 Healthcare workers from the Skilled Worker, International Graduate, Entry Level and Semi-Skilled (includes EEBC option) with scores of at least 60 points
- Healthcare assistants from the Entry Level and Semi-Skilled category with minimum scores of 60 and;
- Other priority occupations with minimum scores of 60.
- This will be the last month-long draw for the BC PNP, as British Columbia recently announced that it will suspend the October 12-November 16 draw, a way to assess candidates, due to the transition from NOC 2016 to NOC 2021 The skill level update method is in the economic immigration program.
